King of Assyria and King of Babylon

Jeremiah equates the kings of Babylon and Assyria with lions.

Jer. 50:17-18 Israel is a hunted sheep; the lions have driven him away: first, the king of Assyria devoured him; and now at last Nebuchadrezzar king of Babylon hath broken his bones. Therefore thus saith the Lrd of hosts, the Gd of Israel: Behold, I will punish the king of Babylon and his land, as I have punished the king of Assyria.

Pharaoh

Ezekiel equates Pharaoh king of Egypt with a lion.

Ezek. 32:2 Son of man, take up a lamentation over Pharaoh king of Egypt, and say unto him, Thou wast likened unto a young lion of the nations: yet art thou as a monster in the seas; and thou didst break forth with thy rivers, and troubledst the waters with thy feet, and fouledst their rivers.

Princes

Ezek. 19:1-6 Moreover, take thou up a lamentation for the princes of Israel, and say, What was thy mother? A lioness: she couched among lions, in the midst of the young lions she nourished her whelps. And she brought up one of her whelps: he became a young lion, and he learned to catch the prey; he devoured men. The nations also heard of him; he was taken in their pit; and they brought him with hooks unto the land of Egypt. Now when she saw that she had waited, and her hope was lost, then she took another of her whelps, and made him a young lion. And he went up and down among the lions; he became a young lion, and he learned to catch the prey; he devoured men.

Zeph. 3:3 Her princes in the midst of her are roaring lions; her judges are evening wolves; they leave nothing till the morrow.
