General
A conquering empire, and an emperor who rules it, will engage in far-reaching warfare, and he will be victorious. And he will got out conquering and in order that he might conquer.

Specific
The conquering Roman Empire, and the Roman Emperor who rules it, will engage in far-reaching warfare, and he will be victorious. And he will got out conquering and in order that he might conquer.

The horse refers to the Roman Empire because:
1) John the apostle wrote the book of Revelation in approximately 100 AD during the time of the Roman Empire, which is Daniel’s fourth and final kingdom leading up to the Return of Jsus;
2) John was told that he will be shown things in the future: “Come up here, and I will show you the things which must come to pass after these things” (Rev. 4:1).

Since John was told that he will be shown things in the future, and since Daniel prophesied that the Roman Empire will continue until the Return of Jsus, the kingdom of focus in Revelation is the Roman Empire.
